　　新年甫至，万象更新。值此辞旧迎新之际，我谨代表山东人民和山东省人民政府，向所有关心支持山东经济社会发展的香港同胞、澳门同胞、台湾同胞、海外侨胞和世界各国朋友，致以诚挚的问候和良好的祝愿!

　　刚刚过去的一年，全省上下紧密团结在以习近平同志为核心的党中央周围，牢固树立和贯彻落实创新、协调、绿色、开放、共享的发展理念，大力推进供给侧结构性改革，经济文化强省建设取得丰硕成果。经济持续健康发展，产业结构继续优化，三次产业比重实现由“二三一”向“三二一”的转变。简政放权、国企国资、财政税收、投资金融、农业农村、科技创新、文化教育、医疗卫生、社会保障等领域改革取得新突破，经济社会发展活力明显增强。创新驱动发展战略实施取得新成效，不设级别、不定编制、具有国际水准和中国特色的青岛海洋科学与技术国家实验室运转良好，山东半岛国家自主创新示范区启动建设，黄河三角洲农业高新技术产业示范区成为全国第二个国家级农高区。产业、企业、项目、人才国际化全面推进，进出口、利用外资、对外投资保持平稳增长。以人为核心的新型城镇化取得新进展，进城务工人员的平等市民待遇得到较好落实，农业转移人口加速融入城市。农村改路、改电、改校、改房、改水、改厕、改暖工程和城镇老旧小区、棚户区改造加快推进，扶贫、教育、文化、卫生、体育等各项事业全面进步，人民群众幸福感、获得感不断增强。这些成就的取得，是全省人民辛勤劳动的结果，也与港澳台同胞、海外侨胞和国际友人的鼎力支持密不可分。在此，谨向你们表示衷心感谢!

　　As the new year begins, all things are enjoying a fresh beginning. On the occasion of the coming of the new year, on behalf of the Shandong people and Shandong Provincial People’s Government, I would like to send my sincere regards and best wishes to all the Hong Kong compatriots, Macau compatriots, Taiwan compatriots, overseas Chinese and friends all over the world who have shown interest and support for Shandong’s economic and social development!

　　In the year that has just passed, the whole province, from the leadership to the citizens, have closely rallied around the CPC Central Committee with Comrade Xi Jinping as the core, firmly established and implemented the Development Ideas of Innovation, Coordination, Green, Opening-up and Sharing, greatly promoted the Supply-side Structural Reform, and secured remarkable achievements in building a powerful province with respect to economy and culture. With the sustained and healthy development of Shandong’s economy, the industrial structure has been continuously optimized. The proportion of three industries was transformed from “secondary-tertiary-primary industry” to “tertiary-secondary-primary industry”. The reform in the fields of streamlining administration and delegating power, state-owned enterprises and assets, financial taxation, investment and finance, agriculture and countryside, technological innovation, cultural education, health care, and social security made new breakthroughs. The economic and social development vitality has been remarkably strengthened. Fresh progress has been made in implementing the strategy of innovation-driven development. With international standards and Chinese characteristics and without governmentmeal administration level and organization, Qingdao National Laboratory for Marine Science and Technology was in good working order. The construction of Shandong Peninsula Independent Innovation Demonstration Zone was started. The Yellow River Delta Agricultural Hi-tech Industrial Demonstration Zone became the second national agricultural hi-tech industrial demonstration zone. The industries, enterprises, projects, and talent internationalization have been comprehensively promoted. The imports and exports, introducing foreign investment, and investment abroad have been developed in a stable way. The human-oriented new-type urbanization has made new progress. The equal treatment for the rural migrant workers in cities has been implemented. Rural people have increasingly moved to the cities. The reformation project of roads, electricity, schools, housing, water, sanitation, and heating in the countryside, the old residential areas in the cities and towns, and the shanty towns has been rapidly promoted. Full progress has been made in the public undertakings concerning supporting the poor, education, culture, public health and sports. People’s sense of happiness and gain has been constantly enhanced. These achievements are the result of the hard work of the people of the entire province. They are also inseparable from the energetic support from the compatriots in Hong Kong, Macau and Taiwan, the overseas Chinese and our international friends. I hereby would like to express my heartfelt thanks to you!

　　In the coming new year, we will closely rally around the Party Central Committee with Comrade Xi Jinping as the core, adhere to the people centered development thought, fulfill the new development ideas, adapt, grasp, and lead the new normal of China’s economic development. Taking promoting the Supply-side Structural Reform as the main line, we will make steady progress, be enthusiastic and press on, improve development quality and benefit in an all-round way, and promote the steady and healthy development of the economy and the harmony and stability of society. We will do a solid job in addressing overcapacity, reducing inventory, deleverage, lowering costs, and bolstering areas of weakness, deepen innovation-driven, promote the real economy, improve the quality and efficiency of agriculture, and accelerate the pace of economic restructuring and upgrading. We will further improve the mechanism concerning the market that plays a decisive role in the resource allocation, continue to promote and implement the fundamental reforms related to taxation, finance, land, urbanization and social security. We will also promote the modernization of administration systems and administration ability. We will reinforce eco-civilization construction, guarantee and improve people’s livelihood, enlarge people’s sense of gaining and go ahead in the course of building up an increasingly well-off society.

　　Shandong is located in China’s eastern coastal region with remarkable geographic advantages, deep cultural reserves, fantastic natural scenery, and enormous potential for opening up to the outside world. We will make efforts to create an international and law-based business environment, provide equal protection for the economic property rights of all kinds of ownership patterns, carry forward the entrepreneurial spirit, and support various kinds of talents at home and abroad to concentrate on innovation and start-up. We will energetically promote the deeper-level and higher-level two-way opening-up, reinforce the attraction of foreign investment, and expand the economic and trading cooperation and cultural communications with the countries along the “Belt and Road” Initiative. We will cultivate the new superiority in foreign-oriented economy that takes technology, brands, quality and service as the core. We sincerely welcome friends from all over the world to visit Shandong for communication, investment, sight-seeing and tourism. We are sure we can create a win-win situation together.
